Northern Waterfront Specific Plan and EIR

As a subconsultant to LSA, CD+A led the urban design efforts for this specific plan and Environmental Impact Report (EIR). CD+A provided support to LSA in the land use planning aspects of the plan and assisted in facilitation of the citizens committee and broader public outreach. The study area is a historic industrial waterfront that is surrounded by a variety of uses ranging from new office campus developments to historic residential neighborhoods. The first phase involved creating a vision for future development in the specific plan area including: the preservation of the area’s historic buildings; resolving conflicts between industrial uses and the surrounding residential neighborhoods; preserving views to the Oakland Estuary and the picturesque Oakland and Berkeley hills; and creating an accessible, pedestrian- and bicycle-friendly neighborhood for residents, workers, and visitors to access the waterfront and future public trails.
Guided by an advisory committee of citizens and property owners, the multi-disciplinary team, which also included economists, civil engineers, transportation planners, and architectural historians, led a number of focused workshops and charrettes that resulted in several alternative plans studying land use patterns, urban design, traffic issues, pedestrian and bicycle accessibility, and the preservation of historic buildings. More inclusive public open houses allowed input from the general public to further refine the alternatives. The alternatives balanced community open space, affordable housing, employment, the continuation of the bay trail, and the financial and fiscal needs of private developers and the city. CD+A also guided the city in formulating design guidelines and standards for the Specific Plan.
