Community Design + Architecture worked with Strategic Economics and transportation consultants Nelson\Nygaard to develop preliminary station area plans for the Bay Fair BART Station, an important junction point of two rail routes. BART received a Community-Based Transportation Planning Grant from Caltrans to develop a station area plan. BART and the City of San Leandro also contributed funding to the project. The station site is adjacent to the Bayfair Center shopping hub, a movie theatre, other neighborhood retail centers, and residential neighborhoods. In addition to identifying a vision, the plans serve as guidelines for Transit-Oriented Development (TOD) and recommended access improvements.
The planning and transportation process assessed how to better connect all of these local amenities from a vehicle as well as pedestrian and bike perspective. This was especially challenging given the Estudillo Canal and Union Pacific and BART tracks, all major connective barriers. Through the design and market analysis process, residential development alternatives were integrated into the circulation concepts. These take into consideration the existing context, sensitive parking needs, density, and potential building typologies given market conditions. The public outreach process involved a public walking tour and three public open-houses where the community contributed valuable insight to the design goals and vision.
Community Design + Architecture’s final alternatives focused on improved pedestrian, bicycle, and vehicular connections and access, while integrating well-designed development and parking options. The final report includes three design concepts that address these goals in varying levels of intensity.
This planning process was completed in early 2007 with a Final Report, which will inform the ongoing negotiations between the Bayfair Center developer and BART.
