Community Design + Architecture lead the land use and urban design effort for this joint development strategy project for the Northwestern Pacific Railroad (NWPRA) which spans two counties in the San Francisco Bay Area. CD+A, as a subconsultant to Economic & Planning Systems, was responsible for the economic and real estate aspects for the joint development strategy. The work was part of a larger effort within the two counties focused on the reuse of an existing rail right-of-way to provide commuter rail service as a new transportation choice.
CD+A prepared conceptual development scenarios for three stations along the future commuter rail line that will serve a total of 11 cities in Sonoma and Marin. The stations are located in the cities of Novato, Petaluma, and Santa Rosa, adjacent to or in close proximity to their downtowns. The conceptual scenarios helped to guide the NWPRA in its joint development negotiations with the cities, owners of adjacent properties, and potential developers.
Assessment of the sitesà potential for development involved the review of the citiesà development policies for the properties (General Plan, Zoning, Specific Plans, and other on-going efforts), the review of documentation from previous negotiation efforts, on-site assessment, and conversations with stakeholders (city staff and developers).
This effort was eventually incorporated into the efforts of SMART, the 2-county agency that is endeavoring to plan and finance the implementation of commuter rail that will connect Sonoma, Marin and San Francisco primarily using the NWP property.
