Rio Vista Army Base Reuse Plan

Community Design + Architecture provided urban design and land use planning services for the preparation of this military base reuse plan for the City of Rio Vista in the Sacramento River Delta. The lead consultant for the Reuse Plan was Economic & Planning Systems. The consultants led the Local Redevelopment Authority (LRA) through a process of existing conditions assessment, including a market evaluation and examination of reuse potential for existing structures. Sketch plans were prepared and evaluated providing the LRA the opportunity to further guide the planning process and selection of the Preferred Plan.

The conveyance of the site from the Army to the City is based upon a future recreational use of the property. The consultants worked with the LRA to prepare a plan that takes advantage of the site’s topography, which makes it one of the few locations along the lower Sacramento River that is not separated from the water by a levee. The plan includes community and regional-serving recreational activities including a retreat conference center, with a restaurant, clustered around a small marina. A public promenade extends to the south along the Sacramento River with rental cabins fronting onto it. At the southern end of the site the river front area is given over to a children’s park - the Delta Discovery Park. This park would provide a setting for education and recreation related to the Delta ecosystem.

The plan also includes a large active play field area with adjacent hard courts for basketball and tennis. A multipurpose community center is located to the north of the play areas. A group picnic area is located adjacent to these recreational areas on a bluff overlooking the River. The picnic area is sited around an existing water tower, which serves as a landmark for the reuse area.
