CD+A was the lead consultant for this project to develop a Land Use and Transportation Consensus Plan for the area along the Shoreline Highway from Highway 101 through Tam Valley. Tam Valley is the gateway to Muir Woods and the Marin Coast from most of the Bay Area. The area includes: sensitive frontages along the bay, wetlands, and creeks; several underutilized commercial properties; and some of the most affordable housing in Marin County. Tam Junction holds the potential to be the area's Village Center, but Shoreline Highway with increasing amounts of through traffic cuts the area in two.
The Shoreline Corridor Coalition was formed by a cross-section of the community (residents, business people, land owners, environmentalists, bicycle advocates, and others) with the goal of reaching a consensus for the area's future. The Coalition was frustrated by the lack of progress in implementing their Community Plan, and came to realize that it had been developed to address the needs of the residents at the expense of commercial market realities. The Coalition also wanted to reach a consensus in order to influence major transportation improvements being planned by the National Parks Service, Caltrans, and the County.
CD+A led members of the Coalition through two full-day workshops. The participants took plans developed in the first workshop to their constituencies for further comments and refinement. At the second workshop the participants reported back and developed the Consensus Plan. A public open house was held to get additional feedback on the Plan. CD+A then summarized policy, physical design, and implementation consensus points. These were brought back to the Coalition to be finalized, along with a recommended strategy for reformulating the group into the Tamalpais Valley Gateway Coalition. The Gateway Coalition is now carrying the Consensus Plan forward and is working with the National Parks Service to prepare a comprehensive Gateway Plan for the Shoreline/Manzanita Area.
