Marin County Transportation Steering Committee
Marin County, California
Community Design + Architecture provided land use and transportation policy assistance to a 24 member citizens steering committee charged with the preparation of a sales tax initiative for Marin County. This project was the first step in the implementation of the Sonoma/Marin Multi-Modal Transportation and Land Use Study in Marin County. The firms work included providing the committee with detailed information on various elements of the multi-modal transportation system, which focused on an integrated rail-bus-ferry transit system.
Community Design + Architecture worked with the Committee to refine the list of recommended transportation improvements, and with County and Golden Gate Transit District staff to produce operating and capital cost estimates. A primary focus was working with a bus subcommittee to define a new approach for providing local bus service to meet the needs of seniors and youth in Marin, as well as residents of the rural west county area. The firm also assisted in a consensus process to balance various interests in the County, including a desire to reduce future developments contribution to congestion while maintaining opportunities to increase the amount of affordable housing for the Countys work force.
The Committees recommendations were made to the Countywide Planning Agency and Board of Supervisors in March 1998 and put on the ballot in November 1998. The sales tax was not approved by the voters, but the diverse group of supporters is currently preparing to put another measure before the voters. This reflects the strength of the consensus that was achieved.
